Constitutional Background

The ICL edition now includes the changes to the constitution adopted on 12 July 1996, introducing a Constitutional Court, and those of 12 Jan 1998.  The edition does not yet include the 1999 amendments.  The text of the current ICL edition has been reviewed by Mr. Stéphane Jacoby.

An amzing feature of the constitution is the provision of Article 106 which lets the state pay all salaries and pensions of priests.
