Constitutional Background

The total revision of the constitution in 1999 has consolidated the four existing constitutional texts into one document. The text has been approved by the new parliament (elected in March 1999) in June 1999 and is in force since 1 March 2000.

We still keep the old (repealed!) documents for comparison.  The frequent amendments during recent years have been incorporated into the ICL edition by M. Scheinin.

  • 1 March 2000: New Constitution in force.
  • 11 June 1999: New Constitution adopted.
  • 17 July 1919: Constitution adopted.
  • 6 Dec 1917: Independence (from Russia).
