This copyright notice is supposed to avoid a commercial exploitation of this strictly non-commercial project.  ICL waives the copyright reservations of its authors and editors for non-commercial use of the data (e.g., FREE publication by Universities, Governments, NGOs etc.).  You may not SELL our files!  Generally, ICL copyright of editors extends to all editorial work (e.g., formatting, html-markup, key-markup, consolidation of amendments, translations -- if any).  In addition, authors retain their copyright for translations and editorial work (if any).  Persons submitting material to ICL are waiving their copyright reservations only for non-commercial use of their contributions.  Any usage rights can be revoked altogether or in part, for everyone or specific persons.
Most documents are originally based on government translations donated to the public domain by embassies as copies freely distributable for non-commercial purposes without further notice.  Even if you are planning a non-commercial publication of the data, you have to make sure that respective rights of original translators and other third parties (e.g., governments, embassies) are not violated.  Since the origin of material on the internet is often dubious, ICL takes no responsibility for your non-commercial use of material violating third-party copyright.  However, we try to avoid copyright infringements abiding by the following rules: Authors and editors of material are mentioned on the bottom of each document and are responsible for their contribution. Materials violating third-party copyrights will not be published or (if they have been added by mistake due to uncertain origin) will immediately be removed.
